New Hajj Accommodation Rules Set for 2027 Season

New rules governing pilgrim accommodation for the 1448 AH / 2027 Hajj season have been set, updating standards for housing facilities that host pilgrims in Makkah and Madinah. The framework is issued under revised regulations covering tourism and municipal requirements.

Under the new system, Hajj-season accommodation is formally classified into two categories: economy and first class. Each category has its own standards for rooms, common areas, reception, cleanliness, maintenance, and guest services, giving pilgrims clearer expectations before booking.

All hospitality providers that operate only during the Hajj season, including temporary accommodations, must now obtain a seasonal license through the Ministry of Tourism's electronic platform, which is integrated with the Nusuk Masar system. Existing hotels that already hold year-round tourism licenses are exempt from seasonal re-licensing, but they must activate their electronic accounts on Nusuk Masar before contracting with pilgrims.

Licensing and contracting timeline

The licensing process requires registration on Nusuk Masar as a pilgrim-service accommodation provider, submission of a licensing application with all required documents, and proof that the facility is fully operational — including working utilities, maintenance, and service readiness — before receiving pilgrims. For the 1447 AH / 2026 season, which sets the model continued into 2027, the deadline for seasonal licensing and contracting was 13 Sha'ban 1447 AH (1 February 2026), with no applications accepted afterward.

For the 2027 season, the contracting window for Hajj missions and service providers in Makkah and Madinah opens on 30 June 2026 and runs for about six weeks, until 13 August 2026.

The updated system also introduces comprehensive service packages that combine accommodation in both cities, transportation, and catering into a single mandatory package included in all officially approved pilgrimage programmes. In addition, new municipal rules require temporary Hajj accommodations to obtain Civil Defense approval for safety and fire protection. The changes matter to residents and operators alike, offering clearer standards and a more organized experience for pilgrims.
