Saudi Arabia Enforces Disability Rights With Heavy Fines

Authorities in Saudi Arabia have launched a new wave of inspection, monitoring, and enforcement targeting violations of the Law of the Rights of Persons with Disabilities, with penalties reaching up to SAR 500,000 for serious breaches. The move aims to strengthen accessibility and equal treatment across the Kingdom.

The enforcement covers both private-sector and non-profit facilities. Reported violations include direct or indirect discrimination, denial of services, and restricting access to education, healthcare, insurance, financing, or transport because of a person's disability.

Penalties are significant. The maximum fine of SAR 500,000 applies to serious violations and is doubled for repeat offences. Some breaches can also carry imprisonment of up to two years, a fine of up to SAR 500,000, or both.

At the individual level, fines of up to SAR 20,000 may apply for discriminatory dealings, while preventing a person with a disability from independently managing their legal affairs without a valid reason can result in a fine of up to SAR 10,000.

Why it matters

For residents and expats alike, the enforcement signals a clear expectation that shops, service providers, and facilities across the Kingdom must ensure fair access for people with disabilities. It reinforces the broader commitment to inclusion and equal opportunity, and it gives individuals stronger protection when accessing everyday services such as schools, clinics, banks, and transport.

Facilities are encouraged to review their compliance with accessibility regulations to avoid penalties, while members of the community can expect more consistent access to services regardless of disability.
