State water offtaker Sharakat (formerly the Saudi Water Partnership Company) has extended the deadline for submitting bids on the Riyadh East Independent Sewage Treatment Plant (ISTP) to 30 June 2026, pushing back an earlier date of 2 April 2026 and giving prequalified bidders more time to finalize their offers.
The plant is being procured under a Build–Own–Operate–Transfer (BOOT) model with a 25-year concession period. Its first phase is designed to treat 200,000 cubic metres of wastewater with capacity expandable to 400,000 cubic metres Commercial operations are targeted for 2029, and project completion is scheduled by the fourth quarter of that year.
The Request for Proposals was issued in October 2025, with initial deadlines set for early 2026 before being extended to the new June date. The contract award is currently expected in the third quarter of 2026, with some indications pointing to August. Several regional and international water and infrastructure companies have prequalified to compete for the project.
Why it matters
As Riyadh's population continues to grow, expanding wastewater treatment capacity is a key part of keeping essential services reliable across the capital. Facilities like the Riyadh East ISTP support cleaner water reuse, better environmental outcomes, and the long-term sustainability goals tied to the city's rapid development.
For companies interested in Saudi government projects in Riyadh, tender documents and bid submissions are handled electronically through the national Etimad procurement platform. Bidders typically log in, select the competition service, and search by the relevant government entity to view and access tenders. Public descriptions of the process emphasize electronic submission rather than paper-based delivery.
