Riyadh Opens Real Estate Balance Program Second Year

The Royal Commission for Riyadh City has opened applications for the second year of the Real Estate Balance program, which provides developed residential land plots in the capital as part of an initiative to balance the local property market. Applications will be accepted from Sunday, 16 August 2026 at 15:00 until the end of Tuesday, 15 September 2026.

Submissions are made online exclusively through the Real Estate Balance electronic platform. Applicants must first create and activate an account using their national ID via the unified national access system (Nafath). After logging in, they create a new request, fill in the required personal data, submit the required declarations, and then wait for eligibility verification and the later announcement of beneficiaries.

The Commission clarified that the order of registration does not affect eligibility priority, so everyone who applies within the registration window has an equal opportunity.

Eligibility conditions

To qualify in 2026, new applicants must hold Saudi nationality, be married or at least 25 years old, have no previous real estate ownership of any type, and have effective residence in Riyadh for at least three years before applying.

Applicants from the first year who were found eligible but were not selected in the electronic draw do not need to reapply, as their data remain registered and will be considered. However, those who applied in the first year but did not meet the eligibility requirements must reapply in the second year after meeting the required conditions.

The program offers developed residential land in Riyadh, giving eligible residents a practical path toward home ownership in the capital and reinforcing efforts to keep housing accessible to a wider range of families.
