Authorities in the capital have stepped up field inspections in 2026 to curb construction dust and improve air quality across all of Riyadh's neighborhoods. The National Center for Environmental Compliance is leading the campaigns jointly with the Royal Commission for Riyadh City and Riyadh Municipality under a unified regulatory framework for fugitive dust from construction activity.
The rules apply mandatorily to construction projects with a total area of 2,000 m² or more within the city's urban boundaries. As of 2026, more than 3,000 inspections have been carried out. By July, campaigns had logged 557 recorded violations of the dust-control guide, with fines exceeding SAR 16 million. By early September, total dust-related fines had risen to about SAR 20 million, with a maximum penalty of up to SAR 50,000
What projects must do
Requirements include using approved dust suppressants and daily spraying of exposed surfaces, covering all transported loose materials during haulage, and installing on-site air-quality monitoring devices for higher-risk projects connected to Riyadh's unified construction dust monitoring platform. Developers must also apply speed limits on unpaved roads, use wheel-wash systems and misting on crushers where relevant, and submit periodic environmental performance reports.
Enforcement is backed by 12 fixed air-quality monitoring stations and 4 mobile stations operating 24 hours a day, seven days a week, tracking multiple air-quality components and pinpointing non-compliant sites. Construction projects are monitored around the clock to identify dust sources and trigger penalties or corrective measures when standards are breached.
For residents, the drive means cleaner air and less airborne dust near active building sites — a tangible benefit in a fast-growing capital where major construction is under way across many districts.
