Riyadh's Next Phase: From Investment to Outcomes

A new competitiveness analysis for the year 2026 concludes that the next stage of growth for the Saudi capital, Riyadh, will depend on converting years of transformation investments and reforms into long-term economic and social outcomes — including lasting gains in productivity, innovation, and quality of life.

The analysis describes Riyadh as having strong institutional and economic foundations that position it well for its next phase of growth. It argues that the city's coming chapter will be defined less by what it builds and more by how effectively it turns past and ongoing investments into measurable results, supported by clearer performance tracking and stronger coordination across city systems.

Four priorities for the next phase

The analysis sets out four main priorities. The first is strengthening human capital by improving alignment between education, workforce skills, and the needs of a rapidly evolving, knowledge-intensive economy. The second is enhancing livability so that major projects — such as Green Riyadh, King Salman Park, Sports Boulevard, and قطار الرياض — translate into real improvements in mobility, accessibility, and daily life.

The third priority is deepening the business and innovation ecosystem by supporting entrepreneurship, small and medium enterprises, research institutions, and innovation networks, while complementing foreign investment with stronger domestic capabilities. The fourth is strengthening what the analysis calls "conversion capability" — better performance measurement, coordination across public institutions, and delivery discipline.

The findings place Riyadh's trajectory within رؤية السعودية 2030, which is entering a third phase where the emphasis shifts from launching initiatives to consolidating gains, maximizing returns from earlier investments, and sustaining long-term non-oil growth. For residents and businesses in the capital, the message is that the focus is moving toward tangible improvements felt in everyday services, mobility, jobs, and quality of life.
