Construction projects inside Riyadh's urban boundaries have been hit with 557 violations for breaching dust-control requirements, with total fines exceeding SAR 16 million. The penalties came out of an inspection campaign that has been running since February 2024, carried out by the National Center for Environmental Compliance in cooperation with the Royal Commission for Riyadh City and Riyadh Municipality.
Inspectors conducted more than 3,000 visits to construction sites across the city, checking compliance with the approved procedural guide for dust control. That guide sets out measures such as dust suppression, covering stored materials, and controlling vehicle movement on and around sites. Averaged across all cases, the fines work out to roughly SAR 28,700
Why it matters
Riyadh is one of the fastest-expanding cities in the region, and active construction is a major source of airborne dust. The campaign is part of a wider push to strengthen environmental compliance and improve air quality as the city grows. For residents living near building sites, tighter enforcement is aimed at reducing dust that affects daily life and health.
The violations are one-off penalties recorded They are handled through the National Center for Environmental Compliance and municipal compliance channels, alongside standard government payment systems for fines.
Authorities describe the effort as ongoing, with continued inspections expected as part of tightened environmental oversight across the capital. Developers and contractors operating in Riyadh are advised to review the dust-control guide and ensure their sites meet the required standards to avoid penalties.
