SAR 2.8bn for Seven New Water Tech Factories

Saudi Arabia is investing SAR 2.8 billion in seven new water technology factories under a national program to localize the water industry, led by the Saudi Water Authority (SWA). The active 2026 initiative moved six investment opportunities into industrial implementation, with key milestones announced in September 2026.

The new plants focus on chemicals, high-pressure pumps, energy-recovery devices, and distributed control systems (DCS) for the water sector. Announced locations include a high-pressure pump factory in Jeddah, an energy-recovery devices factory in Dammam — the company's only plant outside the United States — and a distributed control systems factory in Riyadh.

Together with an existing facility, the seven new plants bring the total to eight major national manufacturing facilities serving the water sector. Officials expect the six localized opportunities to contribute around SAR 4.36 billion to Saudi GDP through 2033 and to create about 3,090 direct and indirect specialized engineering and technical jobs.

Why it matters

Localizing production of these water-sector products is expected to cut product costs by 20–30%, while strengthening supply chains and reducing reliance on imports. For residents, more reliable and lower-cost water infrastructure supports steady supply across the Kingdom.

The program is aligned with Saudi Vision 2030, the National Water Strategy, and the National Industrial Strategy — advancing water security, local content, supply-chain reliability, and non-oil exports. It also embeds advanced, energy-efficient desalination and water technologies, ESG-aligned sustainability, carbon-emissions reduction, and circular-economy practices such as reusing treated water and minimizing waste.
