Saudi Arabia has set out a regulated framework that lets shops and businesses across the Kingdom operate around the clock, while exempting a list of priority sectors from the 24-hour operating fee. The Ministry of Municipalities and Housing (MOMAH) oversees the permits and related fees, which apply specifically to commercial activity between midnight and 5:00 a.m.
Under the framework, the annual fee for a 24-hour operating permit is capped at SAR 100,000 The exact amount within that cap is determined by MOMAH based on the type of activity and the size or area of the shop. Businesses operating outside the midnight-to-5:00 a.m. window are not affected by this fee.
Which activities are exempt
Several sectors are exempt from the fee, though they still need to obtain a permit. These include fuel stations (for fuel dispensing only), service centers outside urban areas, hotels, hotel apartments, resorts and similar accommodation, pharmacies, healthcare and medical establishments, educational institutions, wedding halls, and recreational rest houses. The exemptions are based on public interest and the essential nature of these services, from health and fuel to hospitality and education.
Notably, the 24-hour permit restrictions and fee requirements do not apply during Ramadan or the Eid holidays.
How to apply
Applications are submitted electronically through the Balady platform. Applicants provide their national ID, establishment name, contact number, commercial registration and municipal license details. The permit requires approval from the relevant municipality (amanah) and security authorities, along with an undertaking to install surveillance cameras and upload the installation certificate on the Ministry's website. Non-exempt businesses then pay the calculated annual fee via Balady's e-payment service.
The permit is generally valid for one year and renewable annually, subject to continued compliance. The move is designed to support vital and priority sectors, tourism, and the continuity of essential services under a clear, regulated system.
