The Saudi National Institute of Health has signed a memorandum of understanding with the major pharmaceutical company Sanofi to expand cooperation in health research, innovation, clinical research, and public health across Saudi Arabia. The agreement was signed in 2026 on the sidelines of a Saudi-French investment and health cooperation forum held in Paris.
The memorandum sets out a strategic framework for collaboration rather than a detailed commercial contract. It focuses on the research and development of therapeutic solutions and health technologies, strengthening clinical research and clinical trials, and building the Kingdom's wider health research and innovation ecosystem.
The partnership also targets capacity building and scientific training, including developing local research capabilities and supporting the Health Sector Transformation Program under Saudi Vision 2030. Officials describe the arrangement as part of broader Saudi–French cooperation in health and investment.
What it means for residents
The memorandum is a government and institutional cooperation agreement, implemented through internal official and institutional channels. It does not introduce any public application process, registration portal, or dedicated online platform for citizens or residents, and it is not linked to any Absher, Muqeem, Qiwa, Najiz, Nafath, or Tawakkalna service.
As of August 2026, no fees, prices, or service charges in Saudi Riyal have been publicly specified for the memorandum, its research activities, or any resulting public health programs. No patient charges, insurance tariffs, application fees, or licensing fees have been announced in connection with the agreement.
Any clinical trials or research programs that may emerge from the partnership are expected to be managed under existing regulatory frameworks of the Saudi Food and Drug Authority and the Ministry of Health, and through standard institutional channels such as hospital research centers. For the community, the agreement signals continued investment in advancing medical research and healthcare quality in the Kingdom.
