Saudi Labor Inspections Surge in 2026, Fines Updated

The Ministry of Human Resources and Social Development has intensified labor-market compliance enforcement across the Kingdom in 2026, carrying out more than 500,000 inspection visits during the first half of the year. Officials detected over 240,000 labor violations and issued more than 50,000 warnings to establishments as part of the expanded campaign.

In the first quarter alone, more than 250,000 inspection visits were completed, uncovering over 168,000 violations and prompting around 230,000 warnings. The ministry's Smart Inspection System accounted for more than 60,000 of the violations detected in the first half of the year, reflecting a growing reliance on digital monitoring tools.

Enforcement measures have included cancelling visas, suspending essential services, and removing falsely declared Saudi nationals from Saudization records for non-compliant establishments. A revised labor-law penalty table took effect on 25 February 2026, updating fines across several categories.

Under the updated table, unlicensed foreign hiring carries a fine of SAR 10,000 retaining a worker's passport or residency permit is fined SAR 3,000 and failing to document contracts electronically costs SAR 1,000 Child-labor penalties reach up to SAR 2,000 for larger establishments, while unlicensed recruitment activity starts at SAR 200,000 for a first offense, rising to SAR 220,000 and SAR 250,000 for repeat offenses.

Relief for first-time violations

The ministry also offers a settlement mechanism for first labor-law violations, allowing a reduction of up to 80% when the request is filed within 90 days of notification, the violation is corrected, the fine remains unpaid, and the fine is SAR 1,000 or more.

The changes matter for both employers and workers, as clearer rules and stronger monitoring aim to protect employee rights and create a fairer job market. Establishments and workers can report concerns through the Ministry of Human Resources and Social Development, use the Musaned app for recruitment complaints, or call the unified hotline 920002866.
