Saudi Privatization Shows Marked Progress in H1 2026

The Council of Economic and Development Affairs (CEDA) has reviewed a periodic report on the Kingdom's privatization ecosystem for the first half of 2026, covering supervisory committees, major activities, and strategic projects across the country. The review pointed to marked progress in overall performance and in the volume of privatization and public-private partnership (PPP) initiatives.

The update builds on the National Privatization Strategy launched in January 2026. The strategy sets ambitious targets for the years ahead, aiming for more than 220 PPP contracts by 2030 and more than SAR 240 billion in private-sector capital investment over the same period.

the strategy spans 18 targeted sectors and identifies more than 145 priority opportunities for private participation. This wide scope reflects a broad push to open new areas of the economy to private investment and to expand the role of the private sector in delivering public services.

What moved in the first half of 2026

Implementation during the period included active procurement in aviation, digital environmental services, healthcare, and airport infrastructure. Projects in the pipeline advanced through the standard stages of Expression of Interest (EOI), Request for Qualification (RFQ), and Request for Proposal (RFP).

For residents and businesses across the Kingdom, the developments signal continued momentum in reshaping how public services are financed and delivered. Growth in PPP activity can create fresh opportunities for local and international investors, support job creation, and improve the quality and reach of services in sectors that touch daily life, from healthcare to airports. The initiatives form part of the wider goals of رؤية السعودية 2030 to diversify the economy and strengthen private-sector participation.
