Saudi Sukuk Draws $16.5bn in Orders for $3.25bn Sale

Saudi Arabia has completed a USD 3.25 billion sovereign sukuk sale that drew around USD 16.5 billion in orders, signaling robust investor appetite for the Kingdom's debt. The issuance, worth roughly SAR 12.19 billion at the issuance exchange rate, was carried out by KSA Ijara Sukuk Limited under the Kingdom's sovereign program for the benefit of the Ministry of Finance through the National Debt Management Center.

The strong order book of about USD 16.5 billion implies coverage of roughly five times the issue size. The ijara-based sovereign sukuk was structured in two tranches under a benchmark international format, with detailed tenors and profit rates set out in the pricing documents.

While this international issuance is denominated in US dollars, it forms part of a wider funding strategy that leans on Saudi riyal sukuk and other local-currency instruments to support the growth of the domestic sukuk market. The National Debt Management Center runs a Saudi riyal-denominated local sukuk program with regular monthly auctions and instruments listed on the Saudi Exchange debt market.

On the domestic side, the June 2026 SAR-denominated sukuk issuance closed with a total allocated amount of SAR 10.576 billion. Primary issuance is conducted through center auctions via authorized primary dealers, while secondary trading takes place on the Saudi Exchange sukuk and bonds market through licensed brokers.

Why it matters

For residents and businesses, strong demand for sovereign sukuk reflects continued confidence in the Kingdom's economy and helps deepen local capital markets. Domestic riyal sukuk, carrying specific Tadawul codes and ISINs, remain accessible to qualified investors through licensed brokers, offering a Sharia-compliant option within Saudi Arabia's growing debt market.
