Saudi Entertainment Ventures (Seven) has issued a tender for the main construction package of a new water park and hotel project on the Dammam waterfront, marking a fresh step in the development of large-scale leisure infrastructure in the Eastern Province.
The project, located in the Al-Hamra district, sits on a plot of roughly 300,000 to 324,300 square metres of reclaimed waterfront land. It combines a large themed water park with an attached hotel, offered as a single lump-sum turnkey contract in which the awarded contractor delivers the completed project "keys in hand." The deadline for bid submission is 14 October 2026, with an expected construction period of 24 months from contract award.
What the project includes
The planned hotel is a 321-key lifestyle and luxury property with a gross floor area of around 31,700 square metres. It will feature four food and beverage outlets, spa and wellness facilities, a family pool, and dedicated spaces for meetings, incentives, conferences and exhibitions (MICE).
The water park is designed as a themed destination spread across five zones with 21 major attractions, including specialised aquatics, theming, rockwork, and pre-procured water slides that the main contractor will integrate during the final build. The contractor's scope covers superstructure concrete works, façades, roofing, mechanical, electrical and plumbing systems, interior fit-out, and landscaping across both venues. Only contractors with proven experience in complex water parks and high-end turnkey hotel fit-outs are being considered for shortlisting.
The water park and hotel form part of a wider entertainment complex planned by Seven on the Dammam waterfront, which also includes a mall of around 140,000 square metres of leasable area, plus residential and office space. The broader scheme is indicatively targeted for completion around the fourth quarter of 2028. For now, this remains a developer construction tender: the venues are not yet open, and no ticket prices, room rates, or visiting times have been announced.
