SR20 Million in Dust Pollution Fines on Riyadh Sites

Construction projects in الرياض have been hit with a total of SR20 million in fines during 2026 for violating dust control requirements, as part of a stepped-up environmental enforcement drive in the capital.

The penalties follow inspections carried out through the National Center for Environmental Compliance, in cooperation with Riyadh Municipality and the Royal Commission for Riyadh City. Inspectors are targeting sites that fail to meet stricter dust-management standards now applied across the city.

Under the tightened rules, construction projects covering 2,000 square metres or more must follow specific dust-control measures. Individual breaches can draw penalties of up to SR50,000 per violation, with fines accumulating across projects that repeatedly fall short.

On-site monitoring

The regulatory package also requires on-site air-quality monitoring, with readings linked to a unified monitoring platform. This allows authorities to track compliance in real time and identify sites contributing to dust pollution.

For residents in الرياض, the measures aim to reduce airborne dust from large building sites — a common concern in fast-growing neighbourhoods — and improve overall air quality. The action is focused on regulatory enforcement of building operators rather than any service or permit for individual residents, and no public application process or fee schedule is involved.
