104 Suspected Commercial Concealment Cases Detected in June

The National Program to Combat Commercial Concealment has detected 104 suspected violations across Saudi Arabia during June 2026, following more than 4,500 inspection visits carried out as part of an ongoing enforcement campaign.

The June campaign focused on several high-risk sectors, including land freight transport, the construction of non-residential buildings such as schools, hospitals and hotels, the retail of household electrical and electronic appliances, the retail trade in precious metals and gemstones, and general warehouses storing various goods.

Penalties and enforcement

Under the Anti-Commercial Concealment Law, offenders face imprisonment of up to five years and fines reaching SAR 5,000,000, along with confiscation of illicit proceeds after a final court judgment. Non-Saudi convicts are deported once their sentence is served. Businesses may also face closure, revocation of licences, and cancellation of commercial registration. Certain indirect concealment acts carry fines of up to SAR 500,000 and shutdown of the company for up to 90 days.

Common violations include enabling a non-Saudi to practice an unlicensed activity using a Saudi's name, commercial registration or trademark; granting a non-Saudi de facto control over an establishment through access to systems, passwords or bank accounts; using bank accounts not belonging to the establishment; and operating without the required licence.

The program links data from more than 20 government entities using artificial intelligence and data analysis to identify concealment patterns. Reports of suspected concealment are filed with the Ministry of Commerce, which received 1,704 reports in one recent quarter and referred them to inspection teams. Confirmed cases go before the Committee for Reviewing Violations of the Anti-Concealment Law and, in serious instances, to the Public Prosecution. Individuals who report confirmed cases may be rewarded with up to 30% of the collected fine after a final judgment.
