A royal order issued on 26 Muharram 1448 (11 July 2026) has appointed Talal bin Fouad Al-Hamoud as Deputy Governor of the Saudi Central Bank for Technical Affairs, at the excellent rank. The appointment was published in Umm Al-Qura issue 5172, dated 17 July 2026, with instructions to the competent authorities to approve and implement it immediately.
Al-Hamoud is a familiar name within the Saudi Central Bank. Before this role he served as Assistant Governor for Monetary Affairs from February 2024, and earlier as Deputy Governor for Investment between 2022 and 2024. He also led the Reserves Management Department from 2017 to 2022, giving him a long track record across the bank's core financial functions.
Academically, Al-Hamoud holds a bachelor's degree in economics from the University of British Columbia and a bachelor's degree in business administration with a finance focus from Simon Fraser University, both in Canada.
The same royal orders also appointed Abdulilah bin Abdulaziz Al-Duhaim as Deputy Governor of the Saudi Central Bank for Executive Affairs, likewise at the excellent rank. Together, the two appointments establish a clear two-deputy leadership structure at the bank, dividing responsibilities between technical and executive affairs.
For residents and businesses across the Kingdom, the Saudi Central Bank oversees monetary policy, banking supervision, and financial stability. Strengthening its senior leadership signals continued attention to the institutions that underpin day-to-day banking, payments, and the wider financial system that residents and expats rely on.
