The final exit visa is the last administrative step for any expatriate leaving Saudi Arabia for good. Unlike an exit/re-entry visa, it permanently cancels your iqama (residency) and ends your residency rights once you depart. Because it closes your legal status in the Kingdom, it pays to plan ahead: settle outstanding matters, check your paperwork, and understand the timelines before you request it. This Saudi Living guide walks you through the process and the key things to verify first.
What a final exit visa actually does
A final exit visa authorizes your permanent departure and cancels your iqama. Once you leave the Kingdom on it, your residency is closed and cannot simply be reactivated — you would need a new visa to return. For that reason, treat it as the very last step after you have wrapped up work, housing, banking, and any other local commitments.
Fees: what you pay and what you don't
The government fee for issuing a final exit visa is SAR 0. However, an أبشر (Absher) electronic service fee — commonly around SAR 70 per transaction — is usually charged through SADAD. This service fee is non-refundable if the visa is cancelled before it is used, so avoid issuing it prematurely.
How the visa is issued
Most final exit visas are processed online, without a visit to a government office:
- Workers and family members: issued through أبشر (Absher Individuals) or Absher Business under Passports / Visa / Exit-Reentry or Final Exit Visa services.
- Family members and domestic workers: sponsors use the dedicated "Issuance of exit/re-entry or final exit visa" service for family members and domestic workers on Absher Individuals.
- Private-sector workers whose contract has ended or expired: a self-service route on Absher Individuals lets the worker request the visa after confirming contract status and paying the service fee. The employer then has 10 working days to object electronically.
- Probation-period cases (first 90 days): establishments can issue a final exit visa via Absher Business for workers not yet issued an iqama; issuance is immediate once conditions are met.
Conditions checked before issuance
The system verifies several conditions before it will issue a final exit visa. Confirm these in advance to avoid rejection:
- The worker is not registered as deceased, runaway/absent, or already outside the Kingdom at the time of issuance.
- No unpaid traffic violations recorded on the worker.
- No valid unused visa that should have been cancelled, and no other valid visa already issued.
- Passport validity of at least 90 days for a regular final exit, and 60 days or more for certain probation-period cases.
- Fingerprints recorded for anyone aged 16 and above.
- No vehicles registered under the beneficiary; if there are, transfer or deregister them first.
Validity and the timing that catches people out
A final exit visa is typically valid for up to 60 days from the date of issue, or for the remaining validity of your iqama — whichever is shorter. You must complete your departure within that window. If the visa is not used within its validity, it lapses and you may need to reissue it (and pay the service fee again). To stay safe, issue the visa only when your travel date is confirmed and close to hand.
What to check and settle before you request it
- Clear any traffic fines and outstanding government obligations.
- Deregister or transfer any vehicle in your name.
- Confirm your passport meets the required validity.
- Settle final salary, end-of-service entitlements, and utilities.
- Close or arrange your bank accounts and any local subscriptions.
- Keep the SADAD service fee in mind and time issuance close to departure.
Final tips
Because rules and fee amounts can be updated, always confirm the current process, exact fees, and your personal eligibility directly on أبشر (Absher) or the national e-services portal before you act. Reviewing your status early gives you time to resolve any flags — fines, vehicles, or missing fingerprints — well before your flight.
