The Human Resources Development Fund (HADAF) has established 26 strategic partnerships with entities across economic and development sectors in Saudi Arabia between January 2026 and the end of July 2026, aiming to train, qualify, and employ more than 16,000 Saudi citizens. The total financial support allocated to these partnerships stands at SR 1.96 billion.
The initiatives cover a wide range of sectors, including industry, transportation and logistics, communications and information technology, tourism, sports, health, media, education, construction, and the non-profit sector. Each program follows an employment-linked training model, in which job seekers are trained in specialized fields at entities licensed by the Technical and Vocational Training Corporation, then hired under formal employment contracts in the private or non-profit sectors, with financial support from HADAF under an approved support mechanism.
The programs are delivered through Strategic Partnership Institutes, non-profit training entities licensed by the state and financially backed by HADAF. This support mechanism covers training costs and part of the employment support provided under contracts between the citizen and the employer. Official information and applications are handled exclusively through HADAF's electronic portal and its registered training institutes.
Who can apply
Participation is open to Saudi job seekers who register in HADAF's systems and meet the eligibility criteria of each program, including Saudi nationality, job seeking status, and acceptance by the partner training institution.
The effort forms part of a broader national push on employment and training. As of the first half of 2026, HADAF reports having helped employ 329,000 Saudis through its wider programs. For residents and citizens tracking the Kingdom's labor market, the partnerships signal continued investment in skills-based hiring and long-term career opportunities across the private and non-profit sectors.
