The Human Capability Development Program, one of the programs launched under رؤية السعودية 2030 in 2021, continues its push to strengthen national skills, education outcomes and youth readiness for the labor market. The program aims to prepare citizens for current and future jobs while raising the competitiveness of Saudi human capital at home and abroad.
The program is built around three main pillars: a strong educational foundation, preparation for the future labor market, and lifelong learning opportunities. To deliver on these goals, it includes 89 initiatives and 16 direct strategic objectives, coordinated through official government entities including the Ministry of Education.
Its 2025 targets set clear benchmarks, including 40% kindergarten enrollment, a 40% increase in the Saudization of highly skilled jobs, and 33% enrollment in technical and vocational education. The program also aims to place six Saudi universities among the world's top 200.
What's next
Looking ahead, the Human Capability Initiative 2026 is scheduled to take place in الرياض on 3–4 May 2026. Organizers expect more than 15,000 attendees and over 250 speakers, bringing together policymakers, educators and employers to discuss the future of skills and work.
For residents and families across الرياض and جدة, these efforts matter because they shape access to quality education, vocational training and better job opportunities for young Saudis entering the workforce. Official information about the program is published through the government's dedicated program page.
