Ministry of Sport Launches Al-Rahhala Travel Licensing

The Ministry of Sport launched the Al-Rahhala licensing service on 1 September 2026 to regulate organized adventure travel activities (رياضة الرحالة) inside and outside Saudi Arabia. The service is provided through the Ministry's Riyadi electronic platform under a dedicated section for Al-Rahhala permits.

Applications are submitted via the “Al-Rahhala permit request” service on Riyadi. As of 1 September 2026, the service page lists no fees for the application and does not specify any required supporting documents. Access to the application form requires login through the National Single Sign-On (نفاذ الوطني الموحد) using a Saudi national ID or residence ID.

How to apply

Applicants open the Al-Rahhala permit request page on Riyadi and click “Start Service.” After logging in via Nafath with a valid ID and active account, they complete the trip data form, which appears after login, and submit it. Each request is then reviewed by the Ministry of Sport in coordination with the relevant authorities before approval.

The Al-Rahhala license is defined as an official permit issued by the Ministry of Sport to organize adventure travel and expedition trips both inside and outside the Kingdom. The aim is to unify regulatory procedures, ensure safe and organized practice of these activities, and encourage responsible and sustainable travel and environmental exploration in line with Saudi Vision 2030.

Once licensed, participants and approved organizers can benefit from the services of other government and supporting entities. The official channel for the licensing is the Riyadi platform together with Nafath login, under the Ministry of Sport. Current public information does not specify a license validity period, renewal conditions, or any paid price tiers.
