Saudi Arabia Draws SAR 6 Trillion in Investments

Saudi Arabia has attracted approximately SAR 6 trillion in combined domestic and international investment since launching its National Investment Strategy, in a sign of the growing momentum behind the Kingdom's economic diversification drive under رؤية السعودية 2030.

Gross fixed capital formation — a key measure of investment in the economy — rose from SAR 704 billion in 2020 to SAR 1.35 trillion in 2025. Over the same period, the non-government sector's share of total investment climbed to 77% in 2025, up from 59% in 2017, reflecting an increasingly private-sector-led economy.

A simpler path for foreign investors

Under the Investment Law effective from February 2025, separate foreign-investment licences were replaced by a single investment registration managed through وزارة الاستثمار (MISA) for activities open to foreign investment. Registration and annual-update fees are not published in advance; MISA sets the amount when approving each application, and the approved fee must be paid within 15 business days of notification or the application becomes void.

For investors moving to incorporate, company-establishment fees through the Ministry of Commerce are SAR 1,600 for a joint-stock or simplified joint-stock company, SAR 1,200 for a limited liability company, and SAR 1,000 for a general or limited partnership, plus a SAR 500 publication fee and 15% VAT. The electronic service lists processing within 72 hours.

A foreign company must hold valid MISA registration before incorporation, with the registration remaining valid for at least 30 days. The minimum issued capital for the relevant foreign-company incorporation service is SAR 500,000, with at least one quarter paid up.

For residents and business owners, the figures point to a wider pool of opportunities — from new projects and jobs to a more streamlined route for launching or expanding a company in the Kingdom.
