Saudi Arabia Enforces Disability Access Fines in 2026

A nationwide inspection program is now in force across Saudi Arabia in 2026, strengthening the rights of persons with disabilities and imposing heavy fines on private and non‑profit organizations that fail to meet accessibility standards. Enforcement powers are exercised by the national disability authority under the Law on the Rights of Persons with Disabilities, with formal inspections that began by mid‑August 2026.

Inspections cover both physical and digital accessibility, along with broader rights issues such as discrimination, denial of services, and barriers to independent legal decision‑making. The detailed inspection and enforcement rules were published in October 2024 and remain in effect.

The penalties are significant. The most serious violations — including direct or indirect discriminatory policies — carry a maximum administrative fine of SAR 500,000 with fines doubled for repeat offenses in the same category. Discriminating against a person with a disability in dealings with an organization can bring a fine of up to SAR 20,000 while preventing someone from independently handling legal matters without lawful reason carries up to SAR 10,000

Denying access to education, healthcare, insurance, financing, or transport is punishable by up to SAR 10,000 for each category, treated separately. Organizations that maintain policies involving discrimination on the basis of disability face the top‑tier fine of SAR 500,000

Why it matters

Accessibility requirements — including entrances, ramps, parking, and safety features — are already part of building and licensing standards for public and commercial facilities, managed through the Balady platform. Municipal regulations allow fines up to SAR 500,000 for standard violations and up to SAR 1,000,000 for gross violations, along with possible temporary closure or license revocation. For residents and businesses alike, the message is clear: compliance with disability access is now firmly enforced.
