The Saudi Power Procurement Company (SPPC) has extended the deadline for developers to submit qualification documents for Round 3 of the Kingdom's conventional independent power projects (IPP), pushing the request-for-qualification (RFQ) submission date to 23 August 2026.
The round covers gas-fired combined-cycle power plants developed under a Build–Own–Operate (BOO) model. The programme is supervised by the Ministry of Energy and implemented by SPPC as the principal buyer, and it forms part of wider efforts to expand electricity generation capacity and meet rising power demand across Saudi Arabia.
Interested developers must file Statements of Qualification (SOQ) by the new deadline. SPPC will then issue notices of prequalification to eligible applicants, followed by request-for-proposals (RFP) documents for those that qualify.
Developers who were previously prequalified for the Rumah and Nairyah combined-cycle projects may request to keep the same financial and technical qualification for the new Round 3 projects, provided they submit updated financial information before the RFQ deadline.
Why it matters
Expanding generation capacity supports reliable electricity supply for the households and businesses that depend on it, particularly during periods of peak demand. New combined-cycle projects add to the mix of power sources feeding cities such as Riyadh, Jeddah and Dammam.
All RFQ and tender documentation is accessed through SPPC's official tender platforms and ministry channels. Participation runs through these dedicated e‑procurement portals — not through public services such as Absher, Muqeem, Qiwa, Najiz, Nafath or Tawakkalna. Exact document purchase fees, bid submission fees and payment instructions are not disclosed in the public notices and must be obtained directly from the official tender documents and e‑procurement portal.
