Saudi Arabia has launched more than 20 youth empowerment initiatives under its Youth Development Strategy, aligned with رؤية السعودية 2030. Rolled out by the Ministry of Human Resources and Social Development in early 2024 under the slogan “Our Youth is Our Wealth,” the package aims to strengthen skills, innovation and economic participation among young Saudis nationwide.
Rather than a single paid service, the initiatives form a strategic policy and program framework. There is no unified application fee for the bundle, and participation typically runs through the ministry's web portals and regional offices, with national digital identity via نفاذ used where sign-in is required.
The strategy spans several focus areas, including economic empowerment, skills development, civic and community participation, lifelong learning, health and wellbeing, and national identity and values. A central component is the Public Policy for Youth Development, a national framework designed to build safer, more enabling environments and expand opportunities tied to education and career goals.
Early results and partnerships
By mid-2024, the strategy had signed six memoranda of understanding with government and institutional partners, held more than 15 workshops with government and non-profit bodies, and organized 31 workshops across the provinces to involve youth in policymaking. Awareness and media campaigns reached over one million beneficiaries.
The strategy also introduces professional certification for workers in the youth sector to build specialized career paths, along with a package of incentives to encourage donor institutions to invest more in youth-focused programs.
The measures connect with other Vision 2030 human-capital programs listed on the national government services youth page, including Tamheer on-the-job training for Saudi graduates registered with the General Organization for Social Insurance, and initiatives to boost youth participation in sports and recreation.
For young residents and their families, the framework signals broader access to training, jobs and community programs — reinforcing the role of youth at the heart of the Kingdom's development agenda.
