Saudi Arabia has begun processing foreign real estate ownership through a new digital portal called Saudi Properties, operated under the Real Estate General Authority (REGA). The platform implements the Non-Saudi Real Estate Ownership Law, in force since January 21–22, 2026.
The law covers residential, commercial, agricultural, and industrial property in designated areas across the Kingdom, with special controls for الرياض, جدة, Makkah, and Madinah. In Makkah and Madinah, ownership is restricted to Saudi companies and to Muslim individuals from inside or outside the Kingdom.
How eligibility works
The Saudi Properties portal is the sole official platform for foreign ownership applications, and for information on eligible zones and regulatory procedures. Non-Saudi residents with a valid iqama can apply directly using their residency number, with eligibility checked automatically and procedures completed online.
Non-resident individuals must first obtain a Digital ID through Saudi missions and embassies, then activate it via أبشر. They also need a Saudi bank account and a local contact number before they can legally acquire or use property.
Foreign companies without an existing presence in the Kingdom must register with وزارة الاستثمار through the Invest Saudi platform to obtain a Unified Number (700), then complete ownership electronically via Saudi Properties. Licensed foreign companies with property-related operations may own real estate needed for their business, including offices, factories, and warehouses, within the defined regulatory frameworks.
For residents and investors, the move opens clearer, fully digital pathways to property ownership. Applicants should confirm which zones are eligible and complete the required digital ID and registration steps before starting a purchase.
