Saudi Energy, the transmission and grid-development arm of the Saudi Electricity Company, has signed a cooperation agreement with the French public investment bank Bpifrance to support project financing across the Kingdom's electricity and energy grid sector.
Under the agreement, Saudi Energy gains access to a financing facility of up to SAR 11.25 billion (about USD 3 billion) to fund its procurement program and a range of electricity infrastructure projects. The facility is aimed at the development, expansion, and modernization of the Saudi electricity grid, including projects to upgrade grid-stability equipment and other strategic infrastructure.
The deal builds on a memorandum of understanding signed in November 2025, which set out a framework for procurement financing facilities. The arrangement supports Saudi Energy's procurement activities, including contracts linked to GE Vernova and its affiliates, with room to expand to other French companies. The financing mechanism draws on international banks acting as global coordinators, broadening the pool of lenders and diversifying liquidity sources for future projects.
The Bpifrance facility is distinct from a separate credit line of around USD 5 billion being established to finance and refinance contracts undertaken by French companies in the Kingdom across infrastructure, urban development, transport, and healthcare. Saudi Energy has also recently secured a separate SAR 15.8 billion financing facility, reflecting several parallel financing lines for grid development.
Why it matters
Reliable and modern electricity infrastructure underpins daily life for residents and businesses across Riyadh, Jeddah, and the wider Kingdom. Investment in grid expansion and stability is intended to improve supply reliability and support growth in line with the goals of Saudi Vision 2030. As of now, no exact fees, margins, or interest-rate details for the facility have been publicly disclosed.
