Saudi authorities have stepped up oversight of dry gas and liquefied petroleum gas (LPG) distribution for residential and commercial use, following a wave of field inspections that uncovered hundreds of violations across the Kingdom.
Inspection teams from the Ministry of Energy carried out 10,746 inspections in one recent month, detecting 847 violations of the Law of Petroleum and Petrochemical Products and the Law on the Distribution of Dry Gas and LPG for Residential and Commercial Purposes.
Recorded breaches included unlicensed petroleum and petrochemical activities, unlicensed retail sales of LPG cylinders, failure to apply approved gas tariffs, transporting and selling petroleum products through unlicensed carriers, and using petroleum products for unauthorized purposes.
How to report and how licensing works
Consumers can report gas-related violations through the Beneficiary Services Center on the toll-free number 1914, the TAQA app, and توكلنا. Reports are handled by 20 inspection branches operating around the clock across the Kingdom.
Wholesale LPG distribution requires a license from the Ministry of Energy after submitting the required documents and an operational plan, paying fees, and obtaining relevant approvals — including a commercial activity license, a Commercial Register for gas distribution, an investment license from وزارة الاستثمار for foreign investors or joint ventures, and a land transport license. The wholesale LPG distribution license fee is SAR 20,000, paid once before issuance or renewal.
For dry gas networks, the fee is SAR 20,000 for a 15-year license and SAR 5,000 for a 5-year independent network license. Under the law, LPG distribution for homes and businesses is limited to areas without a dry gas network and must not exceed the daily quantity set by the Ministry for each consumer. The regulations also allow a 90-day grace period for compliance.
For households and small businesses that rely on gas cylinders, the tighter enforcement aims to ensure safer supply, fair pricing, and licensed handling.
