Saudi Homeownership Hits 66.24%, Nears 2030 Goal

The rate of homeownership among Saudi families reached 66.24% by the end of 2025, surpassing the interim targets set under the Housing Program and moving the Kingdom closer to its 70% homeownership goal for 2030.

The figure marks a continued climb from 65.4% at the end of 2024, and represents a major leap from the 47% baseline recorded in 2016. Officials have confirmed the increase as part of the Housing Program under رؤية السعودية 2030, which aims to raise Saudi homeownership to 70% by the end of the decade.

The gains are directly tied to ongoing real estate and mortgage support programs. Subsidized mortgage contracts issued through the Real Estate Development Fund have been on track to surpass one million contracts, while the Sakani housing and financing program continues to serve as the main platform for allocating residential units and financing options to Saudi families.

What comes next

The Housing Program's delivery plan sets out a third phase covering 2026 to 2030, focused on refining housing policies and regulations, guiding the housing market toward the 70% target, and securing long-term financial sustainability. With roughly four to five percentage points remaining, reaching the goal implies an annual increase of about one to 1.2 percentage points through 2030.

For families, the relevant digital channels remain the Sakani platform for applying for housing options, land, and subsidized mortgage products; the Ministry of Municipalities and Housing services through the National Platform of Government Services; ناجز for real estate services such as title deeds and electronic transfers; and Balady for municipal land and building permits.
