Cabinet Reviews Housing and Transport Progress

The Cabinet reviewed completed and ongoing projects and programmes across the housing, transport, and urban-development sectors, highlighting notable gains in citizen homeownership, public transport use, and municipal service delivery.

Under the Housing Programme, Saudi citizen homeownership reached 66.2% by the end of 2025, with more than 1 million beneficiaries recorded. Developmental housing programmes also helped over 50,000 families become homeowners.

Looking ahead, the Ministry of Municipalities and Housing plans to deliver 80,000 additional housing units in 2026, alongside 20,000 new rental units. Residential plots are planned at a rate of 10,000 to 40,000 plots annually over five years, priced at no more than SAR 1,500

Transport and mobility

Public transport figures showed strong uptake. The Riyadh Metro carried more than 100 million passengers during its first nine months of operation, while urban bus services recorded more than 96.8 million passengers across 2025. Riyadh's road programme spans roughly 700 km of major roads, more than 330 intersections, over 300 bridges, and 80 tunnels.

On the municipal front, the share of stalled projects dropped to 4% during 2025, with a target of zero stalled projects for 2026. More than 1,732 km of urban roads were rehabilitated, and access to vital facilities within 800 metres reached more than 73% of the population.

These updates matter for residents and families planning their future housing and daily commutes, as expanded supply and improved mobility continue to shape life in Saudi Arabia's major cities.
