SR20M in Riyadh Dust Fines on Construction Sites

Fines imposed on construction projects in Riyadh for dust pollution have reached SR20 million as of early September 2026, as the National Center for Environmental Compliance (NCEC) intensifies inspection and monitoring tours of building sites across the capital under an air-quality enforcement campaign launched in 2026.

Since February 2026, the dust-control campaign has involved more than 3,000 inspections, resulting in 557 recorded violations. Fines initially exceeded SR16 million before rising to SR20 million as additional violations were penalized. The NCEC relies on air-quality monitoring stations — reported as 12 fixed and 4 mobile — to track dust and other pollutants at construction sites and support real-time enforcement.

The crackdown is based on a procedural guide for dust control in Riyadh, which sets 19 mandatory dust-reduction requirements for construction projects of 2,000 square metres or more. Administrative fines for non-compliance can reach up to SR50,000 Under the broader environmental penalty framework, fines range from about SR5,000 up to SR10,000,000, with criminal referral possible for severe pollution incidents.

The campaign is carried out in coordination with Riyadh Municipality and the Royal Commission for Riyadh City, integrating environmental monitoring with municipal project oversight. Beyond financial penalties, violating sites can be flagged and temporarily shut down until compliance is restored, which may cause project delays.

Why it matters: for residents, tighter dust control means cleaner air and reduced exposure to airborne particles across a city with heavy construction activity. For developers and contractors, it signals stricter accountability. Project owners are directed to use NCEC's official electronic platforms and portal, along with Riyadh's municipal permitting systems, for procedures, permit conditions, and violation handling. Nationwide, inspections are being further digitalized under a 10-year environmental inspection project launched in 2025.
