WTM Spotlight Riyadh 2026 puts focus on tourism jobs

A major tourism industry gathering, WTM Spotlight Riyadh, is set to take place from 8 to 10 September 2026 at the Riyadh Front Exhibition & Conference Center in الرياض, with human capital named as a central theme for the next phase of the Kingdom's tourism growth.

The focus on people comes as Saudi Arabia rolls out an active localization drive across the tourism sector in 2026. Under new policy, 41 tourism roles will be reserved for Saudi nationals starting April 2026, while general Saudisation rates rise on a set timeline: 40% from 22 June 2026, 45% from 3 January 2027, and 50% from 2 January 2028.

The rules also touch daily operations. Hospitality establishments must keep a Saudi receptionist present during working hours, and tourism businesses are required to register employees with the Ministry of Human Resources and Social Development before work begins. Employment contracts must be documented through Ajeer or other approved platforms.

Outsourcing or assigning Saudised roles outside Saudi Arabia is prohibited, and outsourcing within the Kingdom is permitted only through licensed entities. The Ministry of Tourism is additionally moving toward minimum staffing ratios based on hotel classification, with compliance and penalties taking effect on 1 January 2027.

Why it matters

For residents and job seekers, the direction is clear: the sector is being built around a larger, more qualified national workforce. The Ministry of Finance's 2026 budget statement sets a goal of raising direct Saudi workers in tourism to 110,000 by 2026, signalling steady expansion in hospitality and travel careers across the country.
