A new investment of USD 434 million (SAR 1.6 billion) has been announced to develop and operate Terminal 4 at Jeddah Islamic Port, in one of the largest foreign direct investments in Saudi Arabia's maritime sector. The project brings together Red Sea Gateway Terminal (RSGT) and global shipping line CMA CGM to build a dedicated new container terminal adjacent to the existing RSGT complex.
Terminal 4 is structured as a sub-concession under RSGT's long-term concession with the Saudi Ports Authority (Mawani), part of the northern sector redevelopment running from roughly 2020 to 2049. Definitive agreements to jointly develop and operate the terminal were signed in 2026, following an initial framework announced during FII9 in Riyadh in October 2025.
What the project delivers
The new terminal is designed to add up to 2.6 million TEU (twenty-foot equivalent units) of annual handling capacity. Once completed, RSGT's total capacity at Jeddah Islamic Port is expected to reach around 8.8 million TEU The build includes new deep-water berths capable of receiving the world's largest container vessels, along with 10 new ship-to-shore cranes and advanced terminal technologies.
Terminal 4 will operate as a separate, dedicated container terminal under the RSGT–CMA CGM partnership once construction and commissioning are complete.
For the community, expanded port capacity in Jeddah supports faster and more reliable movement of goods, strengthens the city's role as a Red Sea trade gateway, and is expected to create jobs and business opportunities in logistics and related services. The expansion aligns with wider national efforts to grow Saudi Arabia's maritime and logistics sectors.
