NEOM Green Hydrogen Plant Completed, Eyes 2027 Launch

Construction of the green hydrogen plant at Oxagon, developed by NEOM Green Hydrogen Company, has reached completion, with commissioning and energisation now underway in 2026 ahead of commercial operations targeted for 2027.

The facility is a utility-scale, export-oriented plant producing both green hydrogen and green ammonia, backed by a total investment of about USD 8.4–8.5 billion. It is designed to deliver up to 600 tonnes per day of carbon-free hydrogen — roughly 219,000 tonnes of hydrogen per year — and around 1.2 million tonnes of green ammonia annually. The plant is powered by about 4 gigawatts of combined solar and wind generation.

Project phasing has progressed through the completion of the roughly 4 GW of renewable power assets and energisation for testing by mid-2026. Testing and commissioning of the electrolysers and associated systems is taking place at Oxagon during 2026, with the start of green ammonia exports and commercial product availability expected in 2027. Public updates in 2026 indicate the project remains on track for that timeline.

Why it matters

The plant is one of the largest green hydrogen ventures of its kind and reflects the Kingdom's growing role in clean energy and industrial exports. It operates as a major industrial project under NEOM and relevant national energy and industry frameworks, rather than as a retail or public-service facility, so there are no end-user fees or government service procedures tied to it.

Commercial arrangements for the plant's output are handled through private long-term offtake and export agreements, particularly for green ammonia. No specific per-tonne prices or fee schedules for the facility have been publicly detailed.
