NEOM Green Hydrogen Plant Construction Completed

Construction work has been reported completed on the $8.5 billion green hydrogen project at Oxagon in northwest Saudi Arabia, part of النيوم (NEOM). As of mid-August 2026, the facility has moved into its commissioning stage, with commercial operations targeted for 2027.

Valued at around USD 8.4–8.5 billion — roughly SAR 31.5–31.9 billion — the plant is described as the world's largest integrated, utility-scale green hydrogen facility. Once fully operational, it is designed to produce up to 600 tonnes 2 million tonnes

The project integrates about 4 gigawatts of combined solar and wind power, targeted for completion by mid-2026, alongside a large-scale hydrogen plant and associated transmission grid infrastructure in the NEOM and Oxagon area. Reports through early 2026 tracked construction progress from about 80% completion in early 2025 to surpassing 90% by April 2026, with energisation and commissioning now under way.

The plant is developed by NEOM Green Hydrogen Company (NGHC), a joint venture between NEOM, ACWA Power, and Air Products. Air Products serves as the primary EPC contractor and system integrator, and as the exclusive off-taker of the green hydrogen in the form of green ammonia under a long-term arrangement.

Why it matters

The project is a key element of Saudi Arabia's clean energy plans under رؤية السعودية 2030, positioning the Kingdom as a major producer and exporter of low-carbon fuels. For residents, it signals continued large-scale investment in the northwest, with new jobs, infrastructure, and industrial activity. Commissioning and testing are expected mainly through late 2026 into 2027, with first green hydrogen production and green ammonia exports targeted for 2027.
