OmniOps and HPE have signed a memorandum of understanding at LEAP 2026 to jointly develop sovereign artificial intelligence solutions in Saudi Arabia. The agreement aims to build an AI technology stack that is operated locally within the Kingdom.
The partnership falls under HPE's "Saudi Made, Developed, Deployed" initiative, which focuses on developing and running AI capabilities on the ground in Saudi Arabia rather than relying solely on infrastructure abroad. OmniOps is among the founding software partners of the broader initiative.
Why it matters
Sovereign AI refers to systems that are built, hosted, and managed within a country, giving local institutions greater control over their data and digital infrastructure. For residents and businesses in the Kingdom, initiatives of this kind point toward a growing local technology base and more services developed inside Saudi Arabia.
The announcement reflects the increasing role of LEAP as a platform where technology companies form partnerships tied to the Kingdom's digital ambitions. At this stage, the two companies have described the memorandum as a framework for cooperation on locally operated AI, with the practical details of the collaboration to follow as the work develops.
