Over 97% of Saudi Government Services Now Digital

More than 97% of Saudi Arabia's government services are now delivered digitally, covering over 6,000 individual services offered through online portals and mobile applications,

A unified national portal, my.gov.sa, serves as a single entry point to most digital services for citizens, residents, visitors, and businesses. The portal organizes services by life events, government entities, and service categories, making it easier for users to find what they need without visiting physical branches.

The country's e-government and mobile services maturity is measured at around 96% for priority services, and Saudi Arabia ranked first regionally in this area in 2024. A separate digital experience maturity index — reflecting usability and integration rather than mere availability — stood at about 80.68% in 2023.

Which services remain in person

The small share of services still requiring physical interaction — roughly 1 to 3% depending on the metric — mainly involves biometric enrollment, physical inspection, in-person notarization, or case-by-case evaluation. Even for these, support steps such as appointment booking, document upload, and status tracking are digitized.

Cumulative government digital and ICT investment exceeded 113 billion ريال سعودي over the most recent three-year period, with new ICT contracts worth around 38 billion ريال سعودي signed in 2024 to expand and maintain platforms.

Access relies on several national platforms: أبشر for civil affairs, traffic, and passport services; توكلنا for displaying documents and reaching services; ناجز for judicial and notarial services, more than 86.94% of which were digitized as of 2023; نفاذ for national digital identity and authentication; Balady for municipal licensing; Etimad for government procurement; and قوى for labor and HR services. For residents and businesses alike, the shift means faster transactions and fewer trips to government offices.
