RFQ Phase Opens for Dammam King Fahd Boulevard PPP

The pre-qualification (RFQ) phase has officially opened for the King Fahd Suburb Boulevard project in Dammam, Eastern Province — a large public-private partnership (PPP) that will transform roughly one million square metres into a mixed-use urban destination. The launch is organized by the Ministry of Municipalities and Housing, the National Center for Privatization & PPP (NCP), and Ashraq Development Company, the development arm of Eastern Province Municipality.

The development will be delivered under a Design, Build, Finance, Operate, Maintain and Transfer (DBFOMT) model across two development phases. Earlier documentation referenced a 30-year contract term, while more recent RFQ coverage points to a total term of around 43 years, covering both construction and operation.

the project features a 4 km main boulevard corridor, a 7.3 km linear park with green areas, and a mixed-use destination combining commercial, residential, leisure, and public spaces. The RFQ stage is designed to assess the technical, financial, and management capabilities of prospective bidders before the Request for Proposals (RFP) is issued.

How to take part

Interested local and international investors must register on the NCP investor portal, download the RFQ package, and submit qualification documentation — including corporate information, relevant PPP experience, financial statements, and their project approach — in line with the deadline stated in the RFQ notice. Submissions are handled electronically through the official NCP investment platform. The project follows the standard procurement sequence of EOI, RFQ, RFP, and preferred bidder selection ahead of contract award and financial close, in compliance with Saudi PPP and privatization regulations.
