Fines imposed on construction projects in Riyadh for failing to control dust have reached SR20 million as of early September 2026, following an intensified inspection campaign launched in February 2026 to improve air quality across the city.
The enforcement drive is led by the National Center for Environmental Compliance (NCEC) in cooperation with the Royal Commission for Riyadh City (RCRC) and Riyadh Municipality. Since February, inspectors have carried out more than 3,000 site visits and issued 557 violations, with fines that exceeded SR16 million before rising to the current total.
The rules are set out in the Procedural Guide for Dust Control and Mitigation in Riyadh, which is mandatory for construction sites of 2,000 square metres or more. These sites must now use certified dust-suppression materials, treat exposed soil and surfaces daily, cover transported materials, and monitor air quality on site while staying within particulate emission limits. Relying only on water trucks is no longer enough to pass inspection.
Individual breaches can bring fines of up to SR50,000 each, and non-compliant projects may face stop-work orders and delays until they demonstrate full environmental compliance. Authorities track construction dust pollution using a network of 12 fixed and 4 mobile air-quality monitoring stations across the capital.
The campaign matters to residents because construction activity is a major contributor to airborne dust, which affects public health and daily life. Tighter enforcement is intended to push contractors toward cleaner practices and reduce the dust residents breathe, especially those living near active building sites.
