Riyadh Ramps Up 24/7 Dust Inspections at Sites

Construction sites across الرياض are now under round-the-clock scrutiny, as dust-pollution inspections run 24 hours a day, seven days a week using fixed and mobile air-quality monitoring stations linked to a unified dust-monitoring platform. The intensified campaign, launched in February 2026 in cooperation with the Royal Commission for Riyadh City and Riyadh Municipality, targets projects that generate fugitive dust.

All construction projects covering 2,000 square metres or more in the capital are subject to mandatory dust-control requirements. Each qualifying project must prepare a Dust Management Plan embedded within a Construction Environmental Management Plan detailing how it will reduce particulate emissions across all activities.

What sites must do

Core obligations include using certified dust-suppression materials and dampening exposed surfaces daily, misting during excavation, loading and unloading, and tightly covering trucks and material loads during transport. Higher-risk sites must install on-site air-quality monitoring devices linked to the unified platform for real-time oversight, and establishments must submit periodic environmental performance reports. Additional measures include speed limits on unpaved roads, wheel-wash systems, dust-spray systems at crushers, and optimizing water use.

Penalties can be significant. Under the national violation framework, fines range from SAR 5,000 for minor administrative breaches up to SAR 10,000,000 for gross or willful pollution, with possible facility shutdown and criminal referral. For dust-control cases specifically in الرياض, financial penalties reach up to SAR 50,000 and non-compliant sites may face stop-work orders.

The campaign matters to residents because construction dust directly affects air quality and daily health across busy neighbourhoods. Contractors and developers operating in the capital are advised to review their dust-management measures now to avoid stoppages and fines.
