SABIC Agri-Nutrients Company has awarded an engineering, procurement and construction (EPC) contract worth about USD 3.465 billion — roughly SAR 12.99 billion — for a major new fertilizer complex in Jubail Industrial City in the Eastern Province. The award was disclosed through a filing on the Saudi Exchange (Tadawul) on 9–10 September 2026, with Samsung E&A Co., Ltd. named as the sole EPC contractor.
The development, known as the SAN-7 Project, is the company's seventh project. Its board approved the Final Investment Decision on 9 September 2026 (27/03/1448H). Construction, engineering and procurement will be handled exclusively by the contractor, with completion targeted for 2030.
What the complex will produce
The project includes an ammonia plant with a capacity of 1.2 million metric tons and two urea plants with a combined capacity of 2.6 million metric tons Daily design capacities are about 3,500 metric tons of ammonia and 7,700 metric tons of urea fertilizer. A post-combustion carbon capture unit will recover CO₂ and recycle it into urea synthesis.
All urea fertilizer produced at the complex is intended for export. Once operational, the project will raise SABIC Agri-Nutrients' urea capacity from 4.8 million tons 4 million tons — an increase of roughly 54%.
The design was reconfigured in 2026 from an earlier 2024 concept that had envisioned blue ammonia plus 1.1 mtpa of urea. The updated plan shifts to conventional ammonia and 2.6 mtpa of urea, more than doubling the urea component compared with the original design.
For the Eastern Province community and the wider Kingdom, a project of this scale points to sustained industrial activity in Jubail, additional construction work over the coming years, and a stronger position for Saudi fertilizer exports in global markets ahead of the 2030 target.
