Saudi Arabia has activated nationwide inspections in 2026 to check that private and non-profit organisations comply with the Law on the Rights of Persons with Disabilities, with heavy fines for those who fall short. The national disability authority is exercising direct inspection, oversight and enforcement powers under Article 25 of the law.
Inspectors are carrying out field visits to facilities to verify that buildings are physically accessible and that services are provided without discrimination. The checks cover disability discrimination, denial of services and accessibility failures in dealings with people with disabilities.
What the penalties look like
The maximum administrative fine for certain violations reaches SAR 500,000, and organisations that adopt policies involving direct or indirect discrimination on the basis of disability face the same ceiling. Repeated violations within the same category can be doubled.
Other penalties are tied to specific acts: discriminating against a person with a disability in dealings with an organisation can bring a fine up to SAR 20,000; preventing someone from independently handling their own legal matters without lawful reason up to SAR 10,000; and denying access because of disability to education, healthcare, insurance, financing or transport can reach SAR 10,000 for each category. Under the law, violations may also carry imprisonment of up to two years, a fine up to SAR 500,000, or both.
Beyond these rules, non-compliance with disability employment quotas and workplace discrimination under labour legislation can trigger fines typically between SAR 5,000 and SAR 30,000 along with rating downgrades and effects on recruitment and government tenders. Accessibility failures in new construction or major refurbishment can fall under municipal and building-code routes, with fines roughly from SAR 10,000 to SAR 100,000 and possible permit suspension or refusal of occupancy certificates.
For residents and businesses alike, the message is clear: accessible buildings and equal treatment are now enforceable requirements, not optional extras. Organisations across Riyadh, Jeddah and other cities are expected to review their premises, policies and services to meet the standards.
