Saudi Arabia recorded total budget revenues of SAR 338.8 billion during the second quarter of 2026, against expenditures of about SAR 373.1 billion, leaving a quarterly fiscal deficit of roughly SAR 34.3 billion (around USD 9.1 billion),
Oil revenues reached about SAR 185.1 billion for the quarter, while non-oil revenues stood at approximately SAR 153.7 billion, contributing close to 45% of total income. Compared with the same quarter of 2025, total revenues rose by about 12% and spending increased by roughly 11%.
The Q2 deficit came in significantly lower than the first quarter of 2026, when the shortfall reached around SAR 125.7 billion. That improvement brings the total deficit for the first half of 2026 to about SAR 160 billion.
Employee wages were the single largest spending category during the quarter, at roughly SAR 144.3 billion, showing a modest year-on-year rise. The continued growth of non-oil revenues points to a widening base of income beyond oil, in line with broader economic diversification goals.
For residents and businesses, the figures offer a snapshot of public finances that influence government services, infrastructure spending and the wider economy. The data are published in both Saudi Riyal and US Dollar through official Ministry of Finance budget performance reports and are not accessed by individuals through government service apps.
