Saudi Arabia has issued a set of royal decrees appointing and reassigning ministers, governors, and senior officials across the government. Such orders are issued directly by the King and take effect from the date specified in each decree, becoming immediately binding once published through official channels.
The recent orders include the appointment of Fahd bin Abduljalil Al-Saif as Minister of Investment, while Khalid Al-Falih was reassigned as Minister of State and member of the Council of Ministers. In regional postings, Prince Rakan bin Salman bin Abdulaziz was named Governor of Diriyah and Prince Fawaz bin Sultan bin Abdulaziz was named Governor of Taif.
The decrees also covered other senior roles, including the appointment of Abdulaziz bin Abdulrahman Al-Arifi as Governor of the National Development Fund, along with new regional governors and deputy governors such as an Emir of Jazan Region and deputy emirs for Jazan and Al-Qassim.
What this means for residents
These appointments are high-level governance and policy decisions. Unlike everyday e-government services, they are not applied for by individuals or entities. There are no fees, no application steps, and no service channels — such as أبشر, مقيم, قوى, ناجز, نفاذ, or توكلنا — involved in requesting ministerial or governor appointments.
Each decree typically states the position, rank, and whether an official is being appointed, relieved from a post, or reassigned to another senior role, such as minister of state, adviser at the Royal Court, or head of an authority. Any later changes are made only through new royal decrees, again without any citizen-facing procedures.
For residents and expats, these reshuffles signal shifts in leadership across key ministries and regions that shape national policy and services, but they require no action from the public.
