Saudi Youth Development Strategy: 20+ Initiatives

Saudi Arabia is widening its efforts to support young people through the Youth Development Strategy, launched in 2024 under the Ministry of Human Resources and Social Development. The framework groups more than 20 initiatives, runs through 2030, and is tied directly to Vision 2030.

The strategy is organized around five main areas: economic empowerment, community participation, education and lifelong learning, health and wellbeing, and national identity and religious values. It also aims to close legislative gaps, widen the role of youth in decision-making, and back youth-led projects.

Officials describe the plan as relying on more than 30 partnerships across government and the private sector. Reported milestones so far include six memorandums of understanding, more than 15 workshops with government and non-profit partners, and 31 workshops held across provinces with young people and professionals.

Skills, jobs and leadership

The ministry's work in this area includes a professional certification for people employed in the youth sector, as well as incentives for donor institutions that support youth projects. Alongside this, national programs under Vision 2030 focus on youth participation and integration into the labor market, while efforts led by SDAIA concentrate on training and employing Saudi cadres to develop young leaders and strengthen national competitiveness.

A separate partnership announced in 2025 committed $50 million over 10 years to the Messengers of Peace initiative, supporting youth-led peace-building and sustainable-development projects.

For residents and expats, the message is clear: young people remain at the center of the Kingdom's development plans, with expanding routes into training, employment, and community leadership.
