A health consortium known as SEH Healthcare has been awarded a Public-Private Partnership (PPP) contract to operate and manage the SABIC Specialized Behavioral Health Hospital in North Riyadh, under the Ministry of Health and the National Center for Privatization and PPP. The award was confirmed in June 2026, with the formal contract signing set for 25 July 2026.
The hospital sits in the Al-Nargis district of North Riyadh, spanning a 62,500-square-metre site with a capacity of 150 beds. It includes inpatient rooms, outpatient clinics, and daycare treatment rooms dedicated to mental and behavioral healthcare.
The contract runs for 15 years as an operate-and-maintain concession covering both clinical and non-clinical services, with a total value of approximately SAR 3.8 billion including VAT. Within the consortium, the project is delivered through Al-Mukhtas Al-Sehhi Medical Company, a subsidiary that is 51% owned by SMC Healthcare. Other consortium members include Dr. Ebel Fachkliniken, specialising in rehabilitation and mental health, and Health Gates Complex.
Why it matters
The project is part of the Health Sector Transformation Program and the national privatization and PPP program, both aligned with Vision 2030 goals. Officials say the model is designed to raise private-sector participation in mental and behavioral health, expand service capacity, and improve the patient experience.
The hospital's construction and part of its equipment were funded under SABIC's social responsibility program as an exclusive supporting partner. The operator expects commercial operations to begin in the second quarter of 2027, coinciding with the start of actual services. The June 2026 award letter did not create binding financial obligations until the formal signing later that year, after which the current PPP phase is complete and no expression-of-interest window remains open.
