The Ministry of Investment reports a growing technology presence in Riyadh as global artificial intelligence and tech companies expand their regional headquarters operations in the capital. The Ministry oversees foreign tech and AI investment and the establishment of these regional bases.
For foreign firms, the mandatory first step is obtaining a MISA investment license through the Invest Saudi digital portal (investsaudi.sa) and the Ministry's e-portal. Applications are submitted online and typically require a board or shareholder resolution authorizing Saudi investment, audited financial statements for the most recent fiscal year, a detailed business plan, apostilled proof of incorporation, and passport or ID copies for shareholders and managers.
Minimum capital thresholds vary by activity. Service-sector tech licenses generally require SAR 500,000, industrial or manufacturing tech about SAR 1,000,000 or more, and trading or wholesale activities around SAR 26,000,000. Non-Saudi, non-GCC investors must secure a MISA license before commercial registration, while GCC nationals may register directly with the Ministry of Commerce.
On costs, the application fee is about SAR 2,000, with annual renewals ranging from roughly SAR 10,000 to SAR 60,000 depending on license type. Legal advisory typically runs SAR 15,000 to SAR 75,000, plus notarization and legalization. Under parallel 2026 guidance for selected tech segments, license issuance fees are suspended to lower entry barriers, while annual LLC fees stay near SAR 1,200 and a one-time SAR 500 fee applies for publishing Articles of Association.
Processing and Compliance
Most tech-sector applications are processed within about three to five business days when documents are complete, with other guidance citing three to ten days. After licensing, firms must keep required capital in a Saudi corporate bank account, file annual compliance reports, begin operations within 12 months, meet Saudisation quotas, follow data residency and cybersecurity rules, and register intellectual property. The framework matters for the community as it signals more tech jobs and services in Riyadh.
