New Master Plan Guides Northeast Riyadh Growth

A new master plan covering 456 square kilometers has been completed to guide long-term, sustainable urban growth across Northeast Riyadh, setting a framework for infrastructure, transport, and land use in one of the capital's expanding areas.

The plan integrates residential, commercial, industrial, and green and recreational zones, and is designed to support Saudi Vision 2030 goals for sustainable, transit-oriented, mixed-use development. It aims to enable balanced urban expansion while protecting key natural corridors and integrating open spaces, with staged infrastructure rollout tied to development priority zones and improved public transit links to central Riyadh.

How land fees apply

Northeast Riyadh falls within the five-zone White Land and Vacant Property Fees system applied in Riyadh starting 1 January 2026. Land in the area is subject to fees if a single owner's total land holdings across Riyadh exceed 5,000 square meters, while plots outside priority zones still count toward that threshold.

Annual fee rates are set at 10% of land value in the maximum priority zone, 7.5% in the high priority zone, 5% in the medium zone, 2.5% in the low zone, and 0% outside priority zones. Vacant Property Fees for ready but unused buildings were added under executive regulations approved 13 May 2026, using the same brackets. Invoices in Riyadh began issuing early January 2026, are annual, and carry a one-year grace period from the invoice date.

Residents and property owners can reach municipal services through the Municipal Call Center on 940, the Balady platform on 199040 (WhatsApp 0548368888), and the Sakani Beneficiaries Care Center on 199090, available daily 8am–8pm, Sunday to Thursday.
