PIF Targets 3 Trillion Riyal Investments by 2035

The Public Investment Fund has set out an ambitious investment roadmap for the coming decade, highlighting a portfolio commitment of about 3 trillion riyals in new projects between roughly 2026 and 2035. The figure represents a cumulative sovereign investment plan aimed at reshaping economic activity at home and abroad, rather than any fee or service charge.

By the end of 2025, the fund's assets under management stood at around 3.4 to 3.5 trillion riyals, with net assets reported near 4.5 trillion riyals by mid-2026 — a sign of continued growth and a steady rebalancing between domestic and international holdings.

A new strategy for 2026-2030

Under its 2026-2030 strategy, the fund plans to increase the share of domestic investment while trimming its international portfolio to roughly one-fifth of total assets. Holdings will be organized into three portfolios: a Strategic Portfolio covering major national assets, a Vision Portfolio built around six domestic ecosystems — tourism, entertainment, urban development, industrial technology, clean energy, and NEOM — and a Financial Portfolio focused on globally diversified investments.

The fund is also shifting its role from a direct "builder of first resort" toward that of an "optimizer" and capital recycler. This means using public offerings and listings to free up capital and deepen the Tadawul equity market, while creating mechanisms to attract private investors, including a dedicated private sector support facility in the tens of billions of riyals.

For residents and businesses across the Kingdom, the plan matters because it channels capital into large domestic projects and ecosystems, supports non-oil economic growth, and encourages stronger partnerships with private sector investors and operators. The strategy carries no per-transaction fees or public service prices for individuals; these are macro-level investment commitments tied to the goals of رؤية السعودية 2030.
