Riyadh Opens Residential Land Program Applications

The Royal Commission for Riyadh City has opened the second edition of its Real Estate Balance Program (Tawazoun), a residential land initiative aimed at boosting home ownership within the capital. The current application window opens on 16 August 2026 at 3 p.m. and closes on 15 September 2026 through the program's dedicated digital platform.

The program targets an annual supply of between 10,000 and 40,000 fully planned and developed residential plots all located inside existing Riyadh neighborhoods rather than remote areas. The plots are sold, not granted for free, with a maximum price of SAR 1,500 This figure is a ceiling and not a subsidized grant price.

Who Can Apply

Eligibility is limited to Saudi citizens who are either married or at least 25 years old, have no previous real estate ownership, and have resided in Riyadh for at least three years. Applicants register and sign in on the Real Estate Balance (Tawazoun) platform using the National Single Sign-On (نفاذ), then complete their application so eligibility can be verified.

After the window closes, the Royal Commission publishes the list of eligible applicants and conducts a public lottery to allocate plots. The Commission has stressed that the Tawazoun platform is the only official channel, and that no external representatives are authorized to handle applications.

Conditions on the Land

Beneficiaries cannot sell, rent, or transfer the land for 10 years, though they may mortgage it to finance construction. If no building is completed within 10 years, the plot is repossessed and the owner is compensated at the original purchase price.

The program offers Riyadh residents a regulated path to owning a residential plot inside the city at a capped price, an important step for families seeking affordable options close to services and infrastructure.
